The 2011, two percent PROPERTY TAX CAP law expires July 1st 2015 and needs be renewed. Expect major property tax increases if the cap is allowed to expire. In 2011 the Assembly and the NYS Senate linked NYC Rent control to the Upstate & Long Island 2 percent Property tax cap and combined them into one law. For the tax cap if inflation is greater than 2 percent the tax increase can match the inflation rate. (Note pension costs and court judgments are not included in the cap) School districts must hold an election in May and get a 3/5 vote of those voting to override the cap. Cities, Towns, Villages & Counties only must hold a public hearing in November/December and get 3/5 vote of their Town Board, City Council, County legislative body, or Board of Supervisors
A one house bill http://open.nysenate.gov/legislation/bill/S5597-2015 has passed the Senate it has little chance in the Assembly Linking it to NYC Rent control is the only way to force the NYC controlled Assembly to renew the tax cap. Time to renew the cap is running out!!! CONTACT your Senator http://www.nysenate.gov/senators and Assemblyperson http://assembly.state.ny.us/mem/ and ask them to link renewal of the PROPERTY TAX CAP to NYC Rent Control renewal AND to allow voters to vote on Election Day on City, Town, Village, and County cap overrides as they currently vote on any school district overrides in May.
