       Back in the time of the Founding Fathers, a government was devised with checks and balances so that no particular branch of the three grew to be too powerful.  This system was predicated on the stipulation that as the Executive and Judicial branches of government grew, so did the watchers known as the Legislative branch that was to be comprised of citizen legislators.
       Somewhere along the way, something went horribly wrong.  Those who ascended to power in the Legislative branch coalesced their supremacy by limiting its membership. In 1911, Congress limited House membership to 435 without any reason for that number.   The same thing happened in NYS when the number in the Assembly was restricted to 150.  Historically, the Assembly had grown along with the population. While the State Senate had one Senator per County that ended with the US Supreme Court “one man, one vote” ruling; Reynolds v. Sims 1964 which forced the state Senate districts to be equal in population or have votes weighed by district population. NY choose to have the Senate districts be equal in population. The larger the district the more it costs to run for office and less influence the average voter has with their elected officials!
       With the Legislative limits in place, the Executive and Judicial branches grew like wildfires with scorched earth policies such as Executive Orders, massive expansion of governmental agencies and legislating from the bench by the Judiciary.  This was a direct result of limiting number of Legislators who oversee the other two branches.  The Legislators have protected their power through large districts and incumbency and don’t care that their oversight responsibilities have been abandoned.  As long as they can guarantee their own re-elections, the people’s interests are swept aside.
        Legislators have created an elite club that restricts membership for their own benefit.  Other more capable citizens need not apply.  In turn, the Executive branch continues to grow beyond the bounds of its constitutional restrictions because the only group empowered to stop them is limited in both number and willingness to buck the status quo.  The same can be said of the Judiciary as the Legislative branch has relinquished its law-making responsibility to those in black robes.
        Now, We the People are really in a predicament.  The Legislative branch districts are so large and safe; that the other two branches are left to grow unchecked.  Fortunately, our Founders knew that government would not suppress its own unquenchable appetite for power.  They provided us with a remedy the home rule option. In NYS under the home rule clause; NYS Senators and Assembly(wo)men are obliged to introduce a bill if a municipality in their district passes a home rule resolution and sends a copy of the resolution and the bill(amendment) to their legislators. Ask your County/Borough Town, City or Village elected leaders to help divide NYS into autonomous regions.
