Unfunded Mandates cause high Property taxes

 
NYS PROPERTY TAXES are high due to Unfunded Mandates
Which hurt residents and businesses
Here is an example from the Saratoga County Board of Supervisors about how State & Federal mandates affect their annual property tax bills.

• The 2017  Saratoga County  General  Fund  Budget  totals  $245,170,474.    Of that amount, $90,889,719 is for programs mandated by New York State Government with a net cost of $56,551,768 to the taxpayers the County government has little or no control over these costs.

 
 
"Mandates” are federal or State created programs that are required  to  be operated by lower level governments. In New York State, most of these mandates are not accompanied by State money to pay for them or are only partially paid for. Because County government relies upon property taxes to operate, expensive State mandates become expensive property taxes on local taxpayers. The divide amendment will restrict unfunded mandates!

• In 2017, these Unfunded Mandates total 99.3°/o of the $56,927,194 Property Tax Levy. This means that virtually all County property taxes will be spent covering these State mandates.
